Security, Gates, Barriers, and Bow Top Fencing

In June 2020 Integrated Fencing Ltd was awarded the fencing contract by Morgan Sindall for the Cefn Saeson Secondary School project to supply and install 2.4m high Secure By Design security fencing, manual gates, automatic gates, automatic rising arm barriers, Playsafe Bow top, designed and tested 1.2m high railings to take crowd loading along with pedestrian guard rail, a sprinkler tank timber enclosure and 2.4m high temporary hoarding to meet the temporary works design

Morgan Sindall is one of the largest construction companies in the UK and Integrated Fencing is currently working on several of their sites in Wales.  The Cefn Saeson Project was a replacement for the existing Cefn Saeson Comprehensive School worth £27 million. More than 800 students have now started lessons at the two-story, 97,000-square-foot building, which includes 48 state-of-the-art classrooms, comprising creative workspaces, art facilities, and a bespoke learning support centre available for students with additional learning needs.

Neath Port Talbot Council commissioned the project as part of its Strategic School Improvement Programme (SSIP) and it was procured through the South West Wales Regional Contractors framework. The scheme is part of the Welsh Government’s 21st Century Schools Programme, which aims to give young people the best and most up to date educational facilities possible.

On this project, there was 1200m of Secure by Design fencing with 20nr Secure by Design gates to be installed over three phases of the project.  Secure by design (SBD) is the official police security initiative that works to improve the security of buildings and their surrounding areas to provide safe places to work/visit.  Secure by Design products provide a recognised minimum standard for security products.  In this case, an SR1-rated fence was selected which meets SBD standards and can withstand a sustained attack of 1minute with basic tools.  As Secure by Design approved installer we understand how the SR1-rated fencing is to be installed correctly and without issues.

In the first phase of the works which were handed over in the summer of 2021, Integrated fencing had to hand over 700m of 2.4m SBD, several gates, 1nr automatic gate, 120m of 1.2m bow top, 70m of 2.4m high close board to the sprinkler tank, 100m of crowd loaded railings and 2nr automatic rising arm barriers.  The handover date was very ambitious but with good planning and working effectively with the site team we got the first phase handed over on time.  This meant the school could move in on time and begin the new term in the new building.

The second phase required us to install 345m of 2.4m hoarding to separate the new school from the existing one to allow for the demolition works to commence.  These works had to commence straight after our handover of the first phase of permanent works to ensure the site was secure when the school went back after the six weeks holidays and again hit the deadline on time.

The third phase consisted of installing additional hoarding to protect the public from the demolishing works as the bus bays were being constructed.  Along with the remaining 500m of Secure by Design fencing, 1nr automatic rising arm barrier, and 1nr automatic swing gate.  Automatic swing gates need to be installed considerately as there are so many potential hazards that have the potential to cause harm, that if not installed correctly and to the correct standards could be a danger to anyone who uses it.  We make sure all our gates are force tested and CE marked on completion.  Again, we hit the handover date with no issues and the school was fully handed over in early July 2022.

We encountered many issues with this project as it lasted two years.  We had to deal with COVID-19 and all the issues that were raised including difficulty sourcing materials, massive price increases, and changes in methods of work to limit the risk of COVID-19. There were also several tight handover dates that added to the pressure but with dialogue with site teams and Morgan Sindall Management, we didn’t miss any handover.  This project was demanding but seeing the end product was definitely worth all the effort by the Integrated Fencing team.
